上海高校专利转化率低下的瓶颈突破及对策

Measures to Increase the Exploitation Rate of Patents in Universities and Colleges in Shanghai

通过比较和分析指出上海高校专利的发展趋势,揭示了在不完备的市场经济下专利数不再能有效反映技术进步对经济发展的推动作用。从政府、高校、企业、市场四因素相互作用和相互影响的整体视角,剖析了上海高校专利转化率低下的现象和制约因素。在借鉴美国经验的基础上,提出了加强政府法律政策引导、明确高校的创新定位、构建以企业为主体的技术创新体系以及培育市场化的科技中介服务体系等四方面的政策建议。

This paper analyzes the trend of development of patents in universities and colleges in Shanghai, and points out that in an incomplete market economy, the number of patents can no longer effectively reflect the advance of science and technology as a driving power of economic development. With the interaction of the government, institutions of higher education, enterprises and the market in mind, the paper explores factors responsible for the low exploitation rate of patents in institutions of higher education in Shanghai. Drawing on the experience from America, the paper suggests reinforcing the leading rote of government policies and rules, establishing the innovative posture in institutions of higher education, constructing technological innovation systems centered on enterprises and developing market-oriented technology service agencies.
