国内公共卫生服务均等化的理论探讨及研究现状

A review on the theory and status quo of the equality of public health services in China

公共卫生服务均等化是当前社会经济生活中的热点,也是新医改方案明确提出的今后三年的五项重点工作之一。本文主要从对公共服务均等化时代内涵的理解入手,分析和总结我国公共卫生服务均等化的现状、存在的问题及公共财政体制对均等化的影响,认为实现公共卫生服务均等化,政府公共财政需承担更大的责任,同时要加快公共财政立法保证均等化的实现。

The equality of public health services is a current research focus in present socioeconomic life, which is also one of the five major tasks mentioned in the newly published government document “Opinions of Deeping the Health Care System Reform” within the next three years. In this article, the authors discuss the connotation of the equality in public service, analyze and summarize the status quo, issues and the influence of public finance system on equality. It recommends that government should take more responsibilities in public financing for the equality of public health services. Meanwhile, correlative legislation must be reinforced. realizing
