The mass organization is the Chinese society modernizing inevitable product and the main impelling force. The Beiyang times Hunan mass organization is specially active, its development has presented three high tides obviously. The mass organization has widespread and the profound influence to Hunan society＇s modernizing advancement, mainly manifests in four aspects ： has accomplished a Hunan generation of another generation of society outstanding person; enhanced broad masses＇level of consciousness and the organization degree; changed Hunan＇s social structure; promoted Hunan society ideological trend development.
