大学教育基金会作为一个典型的教育类社会公益组织,适应社会建设与社会发展的需求而产生。在教育大众化的发展进程中,大学教育基金会成为新的生长点。它作为一个为高校公益事业发展而形成的非营利组织,可以结合教育的发展规律和教育发展的需求开展运作,实现基金会发展与大学战略发展的融合。大学教育基金会的发展可以推进大学形成以公益与效益为核心的战略发展模式;以大学教育基金会的公益理念推动大学校园和谐建设;以大学教育基金会的资源配置来盘活大学资源;以大学教育基金会的散财之道来改善大学投资困境;以大学教育基金会的法制精神来促进大学的科学化管理等。

Higher education fund, as a typical non-profit educational organization, is created to meet the demands of social construction and social development. In the process of educational massivization, higher education fund is becoming a new growth point. As a non-profit organization, it can operate in light of the educational development pattern and the needs of educational development, and promote the strategic transformation of universities by integrating the development of higher educa- tion fund and that of universities so that universities will remain non-profit on the one hand and become highly efficient on the other. It is proposed that the non-profit idea advocated by higher education fund can be employed to promote the harmonious development of universities; the resources allo- cation of higher education can aid in the full use of university resources; the wealth collected by higher education fund can help resolve financial problems of universities; and the rule-by-law of higher educa tion fund can be borrowed to push forward scientific management of universities.
