Public Libraries are a very important cultural delivery and social service system that provides peo- ple an education and learning center. This article elaborates the fundamental functions and roles of public li- braries in serving temporary workers for their spiritual and cultural construction. Some practical approaches and strategies in these aspects are also proposed and discussed by using Bao＇an district library as a model.
