循环经济视野下的生产者责任延伸制度解读

Interpretation of the System of Extended Producer Responsibility from the View of Circular Economy

生产者责任延伸制度依据循环经济理论和外部性内部化理论,通过对相关主体责任的追加来实现对废弃产品的回收、处理处置和循环利用,以达到环境保护与资源高效利用的目的。随着我国《循环经济促进法》的颁布和实施,严格意义上的生产者责任延伸制度已经在我国正式确立。我国在实施生产者责任延伸制度时应注意的关键环节包括:实施对象的选择、实施方式的确定以及相关保障机制的建立和完善。

The system of extended producer responsibility is based on the theories of circular economy and internalization of externality. It aims to callback, dispose and recycle abandoned products and protect environment and utilize natural resources efficiently by exten- ding manufacturers＇ responsibility. With the promulgation and implementation of Circular Economy Promotion Law of our country, the system of extended producer responsibility in the strict sense has been established in our country. The factors which should be paid attention to in implementing the system include the choice of target, the establishment of implementation pattern, the establishment and perfection of related guarantee mechanisms.
