摘要
中国高等教育已迈入大众化阶段,高校规模不断扩大,事务日趋繁琐,管理工作难度增大。为优化高校资源配置,提高高校内部管理质量,中国于2000年开始进行高校教育职员制度改革。改革取得的成效有目共睹,但制度层面和实施过程中也存在问题,需要健全法律法规,完善分类聘任和薪酬制度,探索建立政府引导的自下而上的改革新路径,发挥高校教育职员改革主体作用,以进一步推进和深化高校教育职员制度改革。
Chinese higher education has already been in a popular style, colleges and universities' scale are enlarging day by day, business affairs tend to variety, administrative tasks become harder and harder. In order to optimize the resource of universities, boost up the quality of interior management in universities, China start the reform of educational administrative staff system in universities in 2000. The effects of the reform are obvious to all. There still are problems in systems and activities. The law and statute must be consummate. The officials must establish perfect engagement systems that classify different staff groups. There must be perfect reward system for inspiriting. The path should form bottom to top under the introductory of the government. The administrative staff system in universities must be the main body. The reform should be advance and deepen in the near future.
