On the Unbalanced Development of Regional Economy of China

经济改革中区域经济差距扩大是公认事实。政府可影响经济发展，但不能改变其内在规律。区域经济发展最根本原因来自于区域自身的集聚效应。政策倾斜必然对经济系统造成扭曲。要求中央政府“向中西部倾斜”是不现实的，要求一个公平竞争环境则更为合理、现实。在市场机制作用下，沿海地区集聚效应吸纳中西部地区的资金和人才，并不意味中西部地区受损。区域经济不平衡发展具有正反两方面影响。解决经济问题必须用经济手段。区域经济发展程度的差别，在集聚过程中会加大。

n the course of economic reform,the enlargement of regional economy is generally recognized.The government may have an impact on the development of economy,but the inherent law is unalterable.The development of regional economy basically depends on its own “assembling effect”,policy inclination will distort economic system.The author holds that policy inclination for the central and western region is an illusion.As a matter of fact,a fair,competitive setting would be rational and realistic for the region.Under the condition of the market mechanism serving its own function,much capital as well as talents from the central and western region have been attracted owing to the assembling effect,which doesn't mean a great loss for the central and western region.The Unbalanced development of the regional economy does have positive and negative effects.The author concludes that economic means must be applied to solving the economic problems.On the one hand,gaps of the regional economy development will be widened during assembling,on the other hand,the gaps will then be filled in the course of diffusion.
