摘要
“市场天然追求效率，社保天性追求公平”。社会保障制度的基本功能是使遭遇各种风险的社会成员能够获得国家和社会的物质帮助，保障其基本生活，以避免社会成员之间在生活水平上过分悬殊，以维护社会分配公平。公平性是社会保障制度的本质特征，这一特征体现在现代社会保障制度建立和发展的整个过程中。
