美国信息化失衡的教训与中国特色信息化的发展战略

The Lesson of Information Imbalance to the United States and the Development Strategy of Chinese Characteristic Informatization

在信息化发展进程中，究竟什么是信息化，各国有不同的界定。我国对信息化的界定是：“在国家统一规划和组织下，在农业、工业、科学技术、国防及社会生活各个方面应用现代信息技术，深入开发，广泛利用信息资源，加速国家实现现代化的进程”。我国从1993年启动信息化工程以来，至今已经取得了令人瞩目的成就。但是就如何借鉴和学习发达国家的成功经验，吸取它们失败的教训，建立符合我国国情的信息化管理模式仍是我们必须认真研究的现实问题。

The United States is a developed country with the fastest developing and the most serious imbalance of information. In the process of a country＇s economic and social development, the emergence of information brings new vigor to the development of harmonious social, advanced civilization and economy. However, Informatization is a ＂double blade sword＂, if develops by a correct way and with effective control, it will be beneficial to the nation, the people and the peace of the world; or it will bring a disaster to all of us. For China, how to integrate the resources efficiently with harmonious development of social and economy is a new subject to us.
