The essay argues that, by reason of too much redundant personne, repeating construction, structure regulating, technological advance and deepening reformation, part of stateowned enterprises' staff and workers have gone off sentry duty. Solving the problem of state-owned enterprises' laid-off workers' reemployment is faced with a lot of actual difficulties. Some emergency and interim measures can be adopted under the present situation in order to solve the problem of state-owned enterprises' laid-off workers' reemployment. But from a long term point of view, fundamentally speaking, solving the problem of state-owned enterprists' laid-off workers' reemployment can only rely on deepening system reformation, transforming obtaining employment mechanism and speeding up the development of economy.
