步行交通在城市交通系统中的地位和保障措施

On the Status & Guarantee Research of Pedestrian Traffic in Municipal Transportation System

步行交通作为绿色交通的一部分,在高速城市化的过程中没有得到国内规划界的重视。在规划、建设与管理等各个环节中存在着步行交通系统连续性不够;对步行交通特征考虑不周;行人立体过街设施建设严重滞后;交通管理对步行交通缺乏保护。针对这些问题提出了科学规划步行交通系统;加大行人立体过街设施建设力度;优先步行空间设计;打造步行商业街区;加强步行交通系统的政府管制等一些保障措施。

As a part of green transportation, pedestrian traffic has not attracted enough attention from domestic planning industry during the high-speed urbanization process. Pedestrian traffic system has many problems such as incomplete continuity existed in planning, construction and management, inconsideration in its characteristics, backward seriously in pedestrian 3D cross-road facilities construction, lack protection by traffic management. In the author's opinion, the pedestrian traffic system should be planned scientifically and the construction scale of pedestrian 3D cross-road facilities should be enlarged. Otherwise, some guarantee measures have been mentioned including making pedestrian space design in priority, building pedestrian shopping centre and strengthening government administration.
