Edmund J. King(1914-2002) is regarded as a distinguished comparative educationist in Britain and the most important representative figure of cultural relativism. He has established the educational decision-making theory based on Popper's philosophical ideas, which describes various elements affecting educational decision making and interprets its flow in schema. Some standpoints in Edmund King's educational decision making theory, such as the analysis of educational background, the cultural relativism paradigm and expanding of researchers' ability, play important and fundamental roles in the process of decision-making, and have far-reaching impact on the richness and prosperity of comparative education theory.
