Abstract The two policies ,the strategy of economic developnunt of conversion speed type and the form of economc growth of extension type, should be changed when the new system of fiscal and monetary policy is formed in the market economy ,In order to coordinate these two policies ,the form of government enterprises should be put forward ,high efficient system of national narket should be bred and perfected ,especially the national debt market
