Based on the 1960 Master Plan, a function-clear, structure-reasonable, enormous and outstanding public higher education system was formed in California. Under the Master Plan, California established the model of Systemization Development of Public Higher Education, and has made tremendous achievements in the quantity, quality, diversity and the harmony of each type of institutions. California sets a good example for those countries and regions that are committed to popularization of higher education.
