摘要
本研究总结了深圳市"院办院管"模式的相关工作,收集了2007、2008年深圳市有关社区健康服务中心(社康中心)与医院分工合作机制的各项政策,并通过对社康中心工作人员的问卷调查和关键知情人的访谈,对相关问题进行归纳总结与系统分析,以探讨深圳市社康中心与医院良性互动机制的基本条件、存在问题与对策,为促进深圳市社康中心与医院的良性互动提供决策依据。在落实相关政策、完善社区卫生服务功能的前提条件下,应从人才培养、双向转诊、设备共享、激励约束等方面加强互动合作并制定相应对策,以促进社康中心与医院良性互动机制的构建。
In this paper we sum up the related work of " Operating by a Hospital and Administrating also by It" model in Shenzhen, collect the policies about the mechanism on division and cooperation between community health service (CHS) centers and hospitals from 2007 to 2008 in Shenzhen. By questionnaire survey of the staff of CHS centers and interview with key insiders, we summarize and analyze the relevant results, and thus explore the fundamental condition, current problems and their about the mechanism of positive interaction between CHS centers and Hospitals in Shenzhen, providing a basis for making strategies. In order to improve the establishment of mechanism on positive interaction between CHS centers and Hospitals, we suggest that, based on the prerequisite of implementing the relevant policies and function of CHS and improving functions of CHS, the interactive cooperation in personnel training, bidirectional referral, equipment sharing, incentive and constraint should be enhanced and the relative policies need to be instituted so that the establishment of positive interaction mechanism between the CHS centers and hospitals will be promoted.
