社区卫生服务“厦门模式”研究

Xiamen Mode in Community Health Services

社区卫生服务"厦门模式"是对原有社区卫生服务中心的基本医疗与公共卫生功能进行合理划分,推进厦门市医疗资源的垂直整合。由三级医院承办社区医疗服务中心;由区政府承办社区公共卫生服务中心,构建了具有厦门特色的新型社区卫生服务体系。从效果来看,这一模式降低了医疗和药品费用,提高了居民满意度。但也存在三级医院对社区医疗服务理念理解偏误、财政补偿机制不完善等问题,需进一步探索一套与之相适应的运行管理机制。

Xiamen mode in community health service is to reasonably classify the basic medical services and public functions of former community health services center, and to vertically integrate the medical sources of Xiamen city. In this mode, the community medical services centers are undertaken by the third -graded hospital, and the community public health services centers are undertaken by the local government, which is a new community health service system with Xiamen＇s features. Viewing from the effect, the medical and drug costs are decreased, and the residents＇ satisfaction is increased. Nevertheless, there have been problems such as the misunderstanding of community medical service concept by tertiary hospital, and imperfect of finance compensating mechanism. A new operation and management mechanism corresponding to it needs to be further explored.
