以科学发展观为指导,围绕党的十七届三中全会提出的具体方针,在论证完善统筹城乡发展要求下农地流转制度的必要性和可行性的基础上,探索完善统筹城乡发展要求下农地流转制度应坚持以党的路线、方针、政策和国家的法律法规为基石,维护农民利益,以及灵活性、发展性等原则,正确处理好农地用途转移与严格保护、合理利用农地,农地流转与失地农民,统筹城乡与农地流转三个关系。
