农民工新市民素质提升对策研究——以重庆市为例

Measures of Improving Off-farm Workers' New Citizen Quality Taken Chonqing as an Example

改革开放以来,我国的农民工群体已成为推动社会经济发展的重要力量。农民工在为社会发展做出重要贡献的同时,自身也面临素质低、技能差、不能较好融入城市等问题。重庆作为城乡二元结构矛盾突出、统筹城乡配套改革的试验区,农民工的素质提升问题已成为重庆经济社会发展的关键结合点与难点。基于农民工素质提升问题,从健全法制体系、创新工作机制、完善教育内容、加强服务引导等方面提出对策建议。

The quality of new citizens are transformed from off - farm workers determines the process of off - farm workers＇ ur- banization and the construction of a harmonious society. The urgent problems existing in the urbanization process of the off - farm workers are explored from the perspectives of govermnent policy implementation, training work conduction, rules and regulation establishment, humanity environment construction, and off farm workers＇ quality cultivation. Then the underlying causes for the problems are examined.
