摘要 实行行政问责制,对行政官员的失职、渎职行为进行追究,是强化领导干部的责任心、转变工作作风、建设服务型政府的重要举措,它对于促进干部能上能下、提高政府的公信力、促进我国的民主政治和社会进步,有着积极和深远的意义。目前我国推行行政问责制仍处于起点阶段,各地的发展也不平衡,存在着行政问责立法滞后、主体不清、标准不一、内容狭窄、忽视常态性问责等问题,因此,必须强化权责对等,加快立法步伐,建立健全行政问责的长效机制,明确问责主体,扩展问责内容,注重问责结果的运用,促进行政问责向制度化、规范化方向发展。 The implementation of administrative accountability system is an important measure to strengthen the responsibility of leaders, to change work style and to develop a service - oriented government. It can have positive and far - reaching significance on the promotion of cadres, the enhancement of the government' s credibility and the progress of China' s society and democracy. At present, the implementation of the administrative accountability system in China is still at the starting point. There exist many problems such as the imbalance among different areas, the lag in administrative accountability legislation, ambiguity in the subject that should take responsibility, ununified standards, narrow contents and negligence of normal accountability. Therefore, the equality between rights and responsibilities should be strengthened and legislation should be accelerated. And to guarantee the systemization and standardization of administrative accountability, we should establish a sound long - term mechanism, make clear the accountability subject, extend the accountability contents and apply the accountability results.
