改革开放三十年来,在党的正确理论指导下,兵团屯垦理论与实践与时俱进,不断创新发展,先后经历了联产承包和经营责任制,社会主义市场经济体制,以人为本、建设社会主义新型团场建设等阶段,稳定长效戍边队伍,现已形成了相对完善的屯垦戍边理论,有效完成了新的时代背景下屯垦戍边的任务,适应了社会主义市场经济条件下屯垦戍边的要求。同时也应看到,屯垦理论与实践中,兵团体制还需要继续完善,经济增长模式和产业结构还需进一步优化调整。
