Strategies for the Transition of the Coal Resources City Huaibei

随着淮北市煤炭资源进入开发中后期,资源枯竭型城市特征日益凸显.从经济结构、社会保障、环境资源、财政和基础设施等方面分析了淮北市城市转型的制约因素,明确城市经济转型模式选择的原则,并从可持续发展长效机制、经济结构、就业、社会保障、循环经济、学习型城市、城市群等方面提出加快淮北城市转型的战略措施.

The character of a resource-exhausted city is emerging for Huaibei city with its coal resources closing the middle and later periods. The conditional factors for the transition of Huaibei were analyzed from the points of economic structure, social security, environmental resources, finance and fundamental establishment. A principle for the selection of transition modes was proposed and strategies for the transition were put forward based on sustainable development mechanism, economic structure, employment, social security, circle economy, city group, and so on.
