Innovative Research on the Management of Scientific Research Projects in Higher Vocational Education Institutions

科研项目管理是在有限的资源条件下,为保证科研项目的质量、进度、成本达到最优化,同时尽量减少项目失败的风险而采取的各种措施。科研项目管理是一个系统工程,它是建立在一般项目管理过程的基础上,结合科研项目的特点而进行的,按照科研项目实施阶段不同可分为立项、实施过程、项目验收管理。高职院校科研项目管理是科研计划管理的基础,实现高职院校科研项目管理各个环节的科学化和规范化,保证按计划、按合同完成预定研究项目是高职院校科研计划管理的基本任务。本文在分析目前国内外高职科研项目管理研究现状的基础上,由浅入深,层层递进,分析了科研项目管理的起源、含义及其高职院校科研项目管理的内涵,并将现代项目管理理论、思想和方法引入到高职院校科研项目管理之中,针对目前高职院校科研项目管理的现状及存在的问题,提出了高职院校科研项目管理创新的机制与对策。

Management of scientific research projects refers to the various measures adopted to assure the optimization of scientific research projects＇ quality, pace and cost as well as decreasing the risks of projects failure under the condition of limited resources. Management of scientific research projects is a systematic project, carried out on the basis of general projects management process combining with the characteristics of scientific research projects. According to the different implementation stages, it can be divided into the processes of setting up, implementation and acceptance. The management of scientific research projects is the base for management of scientific research plans and the basic task for management of scientific research plans in higher vocational education institutions to fulfill every link in scientific style and standardization and to assure the fulfillment of scheduled research projects according to plans and contracts. This article analyzes the origin and implication of scientific research projects management as well as the connotation of scientific research projects management in higher vocational education institutions based on the current situations at home and abroad, also introduces the modem project management theories, thoughts and methods into the scientific research projects management in higher vocational education institutions, and raises up the innovative mechanisms and strategies for scientific research projects management in higher vocational education institutions according to the current situations and problems existed in the current management of scientific research projects in higher vocational education institutions.
