摘要 规范津(补)贴是整个工资制度改革流水线的重要环节,我们要用全面的、普遍联系的观点作指导,从全局出发,兼顾眼前和长远,兼顾整体和局部,科学地、循序渐进地规范津(补)贴水平。要加大工资在干部职工工资收入中的份额,承认政策内津(补)贴,减少或合并政策外津(补)贴。为此,工资制度和相关配套政策措施出台要坚持政出一门,防止政出多门和政出旁门左道。 Regulating wages, subsidies and allowances in enterprises is a very important link in the reform of wages system in enterprises. Subsidies and allowances currently implemented in enterprises call for regulation on rational and gradual basis with an eye on the present and long term development as well as the global and local interests. Proportion of wages is to be expanded in the entire income of workers and at the same time allowances nodded by relevant policies are to be continued while those not covered by relevant policies are to be reduced, eliminated or merged. To this end, wages system and relevant policy based measures are to come out from official sources rather than from any unofficial sources.
