社会权的意义在于使每个人平等地享受国家发展的成果,在我国由于城乡二元体制,农民相对于市民处于弱势的地位,由此造成了二者在经济、社会、文化权利上的不平等,并导致诸多的社会问题和矛盾。新农村建设的目的最终是要促进农村经济的增长,实现整个社会的平等与公正。只有实现农民社会权,才能真正实现整个社会的公平正义。

The significance of social right is making everyone enjoy the development of community equally.In our country,peasants are at a disadvantage situation compared with urban residents because of the dualistic system,and it brings inequality in economy,society and civilization.Also it is the primary cause for so many social problems and conflicts.The purpose of the new rural construction is ultimately to promote the rural economic growth and achieve equity and justice of the whole society.Only when the social right of the peasants is guaranteed can the equity and justice of the whole society be realized.
