摘要 我国农村人力资源丰富,但人力资本存量不足,严重阻碍了新农村建设的深化和发展。消极被动地采用扶贫帮困、片面重视基础设施建设,不能从根本上解决农村社会经济发展的问题。针对从事农业及非农业生产的劳动力和已成为现实的及潜在的劳动力,提出了人力资源的培训与开发的不同战略定位,有助于提高农村人口的整体素质,使农民成为有文化、懂技术、会经营的新型农民;更有利于人力资源培训与开发形成人力资本;适应新型的生产工具和生产关系,促进农村经济增长和可持续发展。 China has abundant human resources in rural areas, but runs short of the human capital stock, which has seriously hindered the deepening of the new rural construction and development. Passively helping the poor and unilatarally emphasing on the construction of infrastructure can not fundamentally solve the prob- lem of socio-eeonomie development in rural areas. For labor force engaging in the production of agricultural and non-agricultural sectors has become a real and potential workforee, a human resources training and development of the different strategic positioning is raised. It helps to improve the overall quality of the rural population, so that farmers become literate, well versed in technology, and sophisticated in business. It is more conductive to human resources training and development and human capital formation; to adapt to new production tools and production relations, and promote rural economic growth and sustainable development.
