构建我国城镇弱势群体住房保障体系的思考

Constructing Housing Security System for Urban Vulnerable Group in China

住房问题是一个国家的基本民生问题,低收入者福利性住房保障体系的建设在社会保障体系的建设中更是具有举足轻重的地位。本文提出了住房弱势群体的认定,分析了我国城镇保障性住房的建设发展现状,针对目前存在的问题,结合国内外已有经验和我国国情实际,从立法、住房保障资金的来源渠道、保障性住房管理和实施机构、住房保障对象、保障性住房供给渠道等方面提出了住房弱势群体住房保障的对策建议。

This paper presents the definition and characteristics of housing vulnerable group, defines the housing vulnerable group as the urban object of housing security system, namely the group in difficulty whose house can＇ t reach the minimum standard of living. Based on the analysis of current construction and development situation of urban public housing, this paper aims at existing issues, puts forward the policy suggestions on aspects of legislation, source and channel of public housing security funds, management and implementation institution of public housing, the urban object of housing security system and the public housing supply channel etc.
