摘要
高等学校管理者作为高等教育发展的实际操作者,对高等学校的发展起着举足轻重的作用。对高等学校管理者的激励和约束不但影响着高等教育的发展和规范,还影响着社会经济文化的全面发展,目前高校激励约束机制的主要问题是激励不足、信息不对称,所以,完善法人治理结构、建立职业风险问责机制和高校管理信息披露制度、完善资本和人才市场是解决此问题的根本途径。
The leadership of university is the real operator of the development of higher education and holds the balance in the future of the university. How to inspire and restrict the behavior of such leader not only affects the development of higher education, but also af- fects the development of society, economy and culture. Now, the most important problem of the incentive and restrictive mechanism to the leadership in university is asymmetric information and defective incentive. The basic solution to such a problem is to consummate government structure, establish the working risk accountability system and university management information disclosure system and perfect the capital and talent market system.
