摘要
毋庸讳言,决策过程是决策者追求个体效用最大化的过程。教育个体在对自身收益与成本进行计算后,对其职务利益与寻租利益进行选择。在不同决策体制下教育决策者有着不同的收益模式与决策责任:在私人决策体制下,其收益是直接的,既承担公共责任也承担决策风险;在行政决策体制下,其收益是间接的,承担公共责任不承担决策风险;在民主决策体制下,其收益完全取决于决策意见的统计概率,不承担公共责任也不承担决策风险。
Decision-making is a process that the decision-maker run after the maximization of individual utility. Subject of education make a choice of intersts between the profession and bribe. Under the different educaitonal decision-making systems, educational decision-maker have the different revenue model and responsibility:Under the private decision-making system,the reveren is direct, the decision-maker not only bear the public responsibility, but also bear the risk of decision-making; Under the administrative decision-making system, the reveren is indirect, the decision-maker only bear the public responsi-bility; Under the system decision-making democratic,the reveren fully depend on statistical probability of decision recommendations, neither bear the public responsibility nor bear the risk of decision-making.
