我国乡镇政府是国家依法在农村建立的最低一级政权组织,扮演着国家代理人的角色。然而在现实中,这种角色发生异化。确立委托人和代理人之间合理的权、责、利,建立完善的激励与监控机制,减少政府层级,提高农民激励和约束代理人的能力是构建乡镇政府"健全政权代理人"角色的路径选择。

Township government is the lowest level of state political organization in Chinese countryside, working as a state agent. However its role has been changed in real life. The perfect political power agent must be developed by delimiting the reasonable power, responsibilities and profits of the villages and towns government, by establishing an effective incentive system and a restraint system, by reducing government levels and by enhancing the farmers＇ ability.
