社会工作者介入煤炭污染防治初探——以山西省为例

Consideration on the Possibility and Necessity of Social Worker to Interfere with Prevetion from Pollution by Coal in Shanxi Province

煤炭工业的发展,在拉动经济快速增长的同时,也造成了山西严峻的环境污染现状,造成了大量的社会问题,严重制约着山西煤炭工业的可持续发展。如何防治山西煤炭污染?社会工作不论是从工作领域、工作对象,还是从它的功能上讲,都具有介入山西煤炭污染防治的可能性。社会工作者可以在煤炭污染防治中发挥专研污染防治理论、救助生态难民、倡导煤炭企业承担社会责任、争取和管理社会资源、影响政府政策、宣传环保知识等作用。

The development of coal industry drives economy to grow rapidly, simultaneously it makes the environmental pollution severe in Shanxi Province, and causes a lot of social problems which have seriously restricted the durable development of coal industry in this province. How to prevent the coal pollution in Shanxi Province, with the possibility of interfering into prevetion from pollution by coal in Shanxi Province, not only in the field or about object of social work, but also concerning its function, social workers are able to excert those actions as studying the theory of controling pollution, aiding ecological refugees, provoking secail responsibility of coal enterprises, seeking for and administering social resources, influencing government policy, publicizing environment protection, and so forth.
