University Autonomy and External Supervision:Interview and Enlightenment of Higher Education in Mexico

墨西哥高教体系包括公立的自治大学系统、公立的技术学院系统和私立的大学系统等。高等教育实行联邦政府为主管理的体制。自治大学在校长选举、教师聘任、专业设置等方面拥有充分的自主权;同时,大学必须接受外界监督,如财务审计、外部评估等。大学还可以通过中间性组织表达利益诉求。这对我国的大学制度建设具有参考和借鉴意义。

Higher education system in Mexico includes public Autonomous universities, public technical institutes and pri- vate universities etc. Higher education is mainly governed by federal government. Autonomous universities enjoy great autonomy in president election, teacher recruiting and disciplines setting etc. At the same time, universities shall be supervised by external bodies, such as in finance auditing and external assessments etc. Besides, universities can appeal to intermediary bodies. All of these are helpful to the establishment of university institutions in China.
