Ideas on Industry Upgrading in Pearl River Delta under the Background of Global Financial Turmoil

珠三角洲产业升级兼具可能性和紧迫性,产业发展轨迹已至升级拐点。珠三角产业升级要厘清两个认识误区,区内九市要结合市情进行非均衡产业升级,不能齐步并进;珠三角要统筹兼顾三大产业的升级,不能顾此失彼。珠三角产业升级应在《纲要》的指导下,加快珠三角一体化进程,科学规划,做好产业迁移工作;加强与发达经济地区的产业合作,做好产业引进工作;提高自主创新能力,增强产业升级的内生能力。

Industry upgrading in Pearl River Delta is a pressing concern, reaching its inflexion point. However, two myths about the upgrading need to be clarified. Firstly, the nine cities should upgrade industries in a non-equilibrium manner instead of pushing forward the restructuring in all directions. Secondly, overall planning should be made instead of focusing on one aspect to the neglect of others. In accordance with the Reform and Development Initiative of Pearl River Delta, efforts should be made in the following aspects include quickening economic integration of Pearl River Delta and industry relocation, strengthening industry cooperation with developed areas, and promoting innovation and creativity among the industries.
