国际十字路会以通过服务及支持原有的福利机构的方式,帮助它们达成目标。在财政和运作模式上,因避免在资金上的发展限制和对赞助方的依赖性,它有着很强的独立性和很高的自我运转机能;因避免涉及现金和金钱的交易和流转使十字路会拥有廉洁的本质,凸显了慈善的特质,而获得政府和社会各界对它的支持,得以持续发展。法律体制的不完善,政府与社会环境缺乏支持以及NGO自身管理运营上的问题,是中国NGO发展道路上的主要障碍。
