在高校基建资金以自筹方式为主的背景下,如何更好地利用好有限的基建资金,是目前高校和政府部门关注的一个重点。为了有效利用基建资金,管理好高校基建项目,它从全过程造价管理角度出发,对建设项目投资决策阶段、设计阶段、招标阶段、施工阶段、竣工结算阶段各阶段存在的问题进行了分析探讨,并针对上述问题提出了具体的解决途径与方法。

Infrastructure- funds of universities is on the self-mode-based background, how better to make good use of limited capital funds, it is a focus of concern in the universities and government departments. In order to effectively make use of infrastructure funds, colleges and universities must manage infrastructure projects efficiently. From the viewpoint of the whole-process cost management, there are many problems in the stages of investment decision-making stage, design stage, tender stage, construction stage and the completion of settlement stage. In order to solve these problems, it analyzes and summarize of these problems from every stages of construction projects. Ultimately, the way and means to solve the above problems and make good use of limited capital funds have been raised.
