基于公众参与的地方政府绩效评估模式研究

Patterns of Government Performance Assessment Based on Public Participation

随着公共行政改革的蓬勃展开,绩效评估作为一种有效的管理工具在政府改革中得到了广泛应用,已成为我国建设服务型政府的助推器。服务型政府是在公民本位理念指导下,在社会民主秩序的框架下,通过法定程序,按照公民意志构建起来的以为公众服务为宗旨并承担服务责任的政府。因此,服务型政府绩效评估就应该扩大公众的参与,确立公众的评估主体地位。在我国地方政府绩效评估的实践中,形成了南京市"万人评议政府模式"、甘肃省"第三方"政府绩效评估模式和公众网上评议政府模式三种典型的实践模式,对我国地方政府绩效评估中公众参与研究提供了较好的实践素材。

Government performance assessment is now a booster to the construction of service oriented government in China. Since a service oriented government is legally established under the guidance of citizenship within the framework of a democratic social order and in accordance with the will of the citizens to serve the public and assume the responsibility, its performance assessment should invite a broader participation of the public and authorize the dominant position of the public. In practice, the patterns of such performance assessment include ＂Ten Thousand Citizens Review on Government Performance＂ in Nanjing of Jiangsu Province, ＂Third Party Assessment of Government Performance＂ in Gansu Province, and ＂Online Review of Government Performance＂, which serves as good study materials conceming the public participation in government performance assessment.
