留学人才政策创新与中国特色高端经济发展——以施正荣归国创办高端企业为例

Innovation in Oversea Returnee Policy and Development of High-end Socialist Economy with Chinese Characteristics——Illustrated with Shi Zhengrong's Example

文章以留学人才典型代表人物施正荣归国创办高端企业尚德公司为例,阐析新世纪中国特色高端经济发展与党的人才政策创新之间的关系。认为吸引留学人才归国创业和帮助科学家或高科技人才向企业家转换,是发展中国特色高端经济的便捷途径,而在此过程中党的人才政策创新是关键。

Taking Shi Zhengrong, a conspicuous representative of oversea returnees, who has started the high-end enterprise Suntech, as an example, this paper expounds on the relationship between the de- velopment of high-end economy in China and the innovation in the country＇s personnel policy. It is a shortcut to develop high-end economy by attracting the returning of talented personnel studying abroad, and by helping scientists or high-tech personnel grow into entrepreneurs. While in this process, innovative personnel policies with wisdom and courage is a key factor.
