Consumers should first require the producer.or sell：er to assume warrarity responsibility for product, quality, based on the “Bill”. Further-more, consumers, should not neglect to hold producers and sellers ,to other ,legal responsibilities. In other words, consumets can choose the means that will maximize and safe-guard their own interests, and require the producers or sellers to assume their responsibilities.
