国际能源署(IEA)发布的报告——《金融危机对全球能源投资的影响(Theimpact of the financial and economic crisis on global energy investment)》指出,受此次全球金融危机的影响,全球能源供应和需求双方的基础设施投资大幅削减,而能源投资骤减将对能源安全、气候和贫困人群使用能源产生潜在影响。金融危机对全球油气上游投资影响严重,10年来上游投资首次出现下滑,2009年世界油气上游投资预算将比上年减少21%;金融危机对油气下游投资的影响小于上游;大型综合性国际石油天然气公司对危机的应对能力最强。2009年可再生能源投资预算将可能下降38%,生物燃料行业受油价下跌的影响投资下降严重,煤炭行业的投资预计将比2008年下降40%。

Report issued by International Energy Agency(IEA)——The Impact of the Financial and Economic Crisis on Global Energy Investment points out that,influenced by this global financial and economic crisis,infrastructure investment of global energy suppliers and consumers is cut down sharply,which will have a potential impact on energy security,climate and energy consumption of the poor.The financial and economic crisis has severely affected upstream investment in global oil and gas of which budget for 2009 drops by 21% as compared with that of last year,first slip within ten years.And the impact of the financial and economic crisis on downstream investment in oil and gas is less than impact on upstream investment.Major integrated oil and natural gas companies have the strongest impact resistance.In 2009,budget for renewable energy investment will probably drop by 38%,while investment in biofuel industry will also suffer severe reduction owing to oil price fall,for example.It is estimated that investment in coal industry will drop by 40% than that in 2008.
