摘要 对国内外的工程质量监管机制进行研究,分析我国目前工程质量的现状以及质量监督机制存在的问题。基于风险管理理论,解析风险管理与工程质量监管之间的关系。借鉴国外的工程质量监管经验,结合我国的实际情况,提出基于风险导向的工程质量监管创新机制并且对该监管机制的优点进行分析。以上海市风险管理试点工程项目为例进行实证研究,结果表明,新的监管机制取得很好的效果,加强工程质量风险的预控,促进工程质量的提高,能很好地解决我国工程质量监管中现存的一些难题。 Both domestic and international engineering quality supervision mechanisms are studied, and the status of construction engineering quality and existing problems of the current engineering quality supervision mechanism in China is analyzed. Based on risk management theory, the relationship between the risk management and project quality supervision is analyzed. Learning from foreign experience in engineering quality supervision, according to the actual situation in China, risk-oriented innovation mechanism for construction project quality supervision is brought forward and the merits of the mechanism are analyzed. An empirical study on risk management pilot projects is conducted in Shanghai, which demonstrates that the new mechanism is effective in dealing with engineering quality risk and improving construction quality, and can be used to solve the existing problems of engineering quality risk management in China.
