河道采砂管理体制探讨

Management system for sand mining in river courses

目前我国河道采砂管理主要涉及水利、国土资源、交通、公安等多个部门,在全国范围没有统一的河道采砂管理体制,除长江干流河道采砂管理体制有明确规定外,其他各地做法不尽相同。2008年7月国务院批复的水利部新"三定"明确了相关部门的职责,明确了水利部门的牵头地位,与1998年水利部"三定"没有任何规定相比仍然前进了半步。针对目前河道采砂管理存在的诸多弊端,必须通过体制机制创新进一步理顺全国河道采砂管理关系,加强全国河道采砂管理工作。

The administration of sand mining activities in fiver courses at present involves many governmental departments, namely water resources, national land resources, transportation and public security. No integrated system for sand mining management has been formed in the scope of the whole country until now. Despite of regulations issued for sand mining management on the mainstream of the Yangtze River, no other regulations are made. In July 2008, the State Council approved the new regulations on main functions, internal organizations and personnel of the Ministry of Water Resources, which clearly defines the leading role of the ministry in sand mining management. It is necessary to create a new management mode for coordinating managerial tasks, taking the current existed problems in sand mining management into full consideration.
