论舆情视角下网民政治参与的发展态势及其对策

Situation of Internet Users' Political Participation and Strategy in the View of the Public Sentiment

政治参与是民众表达舆情的最直接方式,网络政治参与为民众的舆情表达提供了更为便利的条件。目前,网民政治参与呈现出从个体性向群体性、被动性向主动性、偶尔性向长期性、非组织性向组织性、不确定性向有针对性和非理性向理性政治参与发展的态势。这些发展态势利弊兼具,需要制定出行之有效的措施来规范和引导网民。文章对网民政治参与的发展态势只是做了一种总体性的描述,不能排除其在某一特定事件或时期可能呈现出不同、甚至相反的特征,但是,认识到这些发展态势对于网络民主政治的发展和政府决策至关重要。

Political participation is the most direct way of expression of public sentiment, and the network political participation provides a more convenient way. At present, the political participation of Internet users are showing six major developmental situations, which are from the individual to the group, from the passive to the initiative, from the occasional to the long-term, from the non-organized to the organized, from the uncertain to the targeted, and from the irrational to the rational. These developmental situations have both the pros and cons, so it is necessary to work out effective measures to standardize and guide users. This article made only a general description on the Internet users＇ political participation situation , which cannot rule out different and even opposite characteristics in a particular event or period, but it is still essential to democratic politics and government decision-making.
