On Reform of the Pattern of Inner-party Authority Disposition:a Perspective of the Permanent System of Party Congress

党代会常任制是关于党代会本身如何实现"常任"的一系列制度与程序体系。实行党代会常任制必然会引发党内权力配置模式的变革。因此,以党代会常任制为分析视角,科学设计常任制条件下党代会、全委会、常委会之间的权力配置模式以及党代会、党委、纪委之间的权力配置模式,是必须进行超前研究的问题。

The permanent system of party congress includes a series of systems and procedures about how to realize 'permanence'. To implement the permanent system of party congress will definitely initiate the transformation of the pattern of inner-party authority disposition. From a perspective of the permanent system,the paper discusses about the scientific design of authority disposition among party congress,meeting of all committee members and standing committee. It also argues about the pattern of authority deposition among party congress,party committee and disciplinary committee.
