利用截面数据对地域高校科研经费使用效率的评价

The Evaluation of the Efficiency in the Using of Research Funding Based on the Cross-Section Data of Chinese Provinces

针对我国高校科研经费使用现状,利用统计工具建立地域高校科研经费使用效率的监测指标体系,基于科研经费使用产出滞后于投入的测算分析,构建了基于投入产出角度的全国31个省、自治区、直辖市近五年科研经费使用效率评价的CCR模型,动态分析区域高校科研经费使用效率。研究表明,我国东中西部共有18个省市科研经费使用存在投入过剩或产出不足的问题,并针对问题提出一些政策建议。

For the status quo of the using of scientific research funding in Chinese colleges and universities, established the monitoring indicators system of regional colleges and universities for scientific research funding by statistical tools, basing on the measured of the output and input in the use of research constructed the CCR model of the evaluation of the efficiency in the using of research funding over five years in Chinese 31 provinces and municipalities, autonomous regions and municipalities, analysis the efficiency of regional colleges and universities for the using of scientific research funding, the past dynamic funding. The result shows that the problems of excess of input or shortage of output using of scientific funds had been in the total of 18 provinces and municipalities in China and making some policy recommendations.
