河南黄河当前防洪形势

Current Situation of Flood Prevention of the Yellow River in Henan Province

近十几年，由于黄河上中游自然条件及水利工程等因素的影响，黄河下游的水沙条件有较大的变化，年径流量及年输沙量均大幅度减少，使得河南河段河道主槽严重淤积；河道的断面形态发生了很大变化，“二级悬河”不断加剧，而且在东坝头以上河段迅速延伸；漫滩流量不断减小；同流量沿程水位不断抬升；漫滩几率和范围不断增大；河道排洪能力不断减小。因此，当前河南黄河的防洪形势不容乐观，河防部门应对防汛出现的新情况、新问题引起高度重视。

There have been large change of sediment and water conditions in the lower Yellow caver in recent decades because of the influence of the change in the up and middle reaches as well as the effects of hydraulic projects, which resulted in heavy sedimentation in main channel in Henan reaches along with large scale reduction of annual runoff and inflow sediment; the section configrration of the river in Henan reach has tremendously developed; 'the second suspended river' has become more and more intensive with rapid extension to the reaches up Dongbatou; the bankful discharge has been getting less and less;the water level along the river at same discharge has continuously become higher with probability of overflow and range increased; and the flood delivery capability has reduced a lot. Therefore, it is not optimistic about the current situation of flood prevention of the Yellow River in Henan province, and it is necessary for the river flood prevention department to pay more attention to the new conditions and new issues.
