淤地坝可持续发展管理模式初探

Preliminary Study of Management Model for Warping Dam Sustainable Development

随着社会主义市场经济体制的逐步建立，淤地坝“有人种，无人管”、“公坝私地”矛盾突出，淤地坝的建、管、用脱节，管理粗放，使得原有淤地坝“长寿的不健康”，新建工程“健康的不长寿”。对此，必须进行管理制度、方法与手段创新，尽快建立淤地坝可持续发展管理模式：①建立淤地坝管理理事会；②设立淤地坝管理基金；③变革淤地坝管理形式。

Along with the establishment of socialist market economy in step by step, the warping land plantation is evidently in contradiction with management, i. e., with people to plant but without people to manage, and the connections between warping dam construction, management and utilization are divorced and even some management are very poor, which results in 'poor conditions for long life' for constructed dams and 'good conditions with short life'for new dams. Thus, there is urgently need to bring new ideas in management regulations, ways and methods, and establish the management model for warping dam sustainable development including: (1)establishment of board of directors for warping dam management; (2)foundation of warping dam management fund; and (3) reformation of warping dam management model.
