社区主导多级参与式监测评估模式在小流域治理管理项目中的应用研究

Application Research on Community-oriented Multi-level PM & E Model Practiced in Watershed Management Project

区别于传统项目监测评估,社区主导多级参与式监测评估模式不仅是一种项目监测评估方法,更是一种创新性的项目管理方法。其借助对项目实施进度的持续性记录和监测,达到项目管理的目的。该模式在小流域治理管理项目中的实践运用对项目社会效益、经济效益、环境效益等方面作出合理评价的同时,对项目顺利实施亦起到极大作用。通过侧重对此模式运行机构、工作机制等方面的说明,达到对该模式在实际操作、运用层面上的认识和理解。

Different from the traditional project monitoring and evaluation approach, the Community-oriented Multi-level Participatory Monito- ring and Evaluation model not only focused on the project monitoring and evaluation approach, but also a kind of innovation of project manage- ment, which emphasized that the project management should be base on the continuing dates record in the whole process of project implemen- tation. Practice of this model in Watershed Management Project reasonable evaluated the social, economic and environmental benefits, and al- so had a great effect on implementation of the project successfully. With the details of the running organization and mechanism, the cognizance of that model in operational level could be achieved.
