公共治理视角下的美国金融危机救助机制分析

An Analysis of the Relief Mechanism of American Banking Crisis in Terms of Public Governance

次贷危机引发的经济金融危机严重威胁、损害了全球贸易与经济增长,使主要发达国家金融体系与金融市场普遍面临一场信任危机。从公共治理的视角分析美国金融危机的救助机制可以发现,美国金融危机救助机制凸显短期行为,从根本体制与制度层面防范危机于未然尚需时日。但美国金融危机的救助机制仍有可揣摩借鉴之处,坚持及早、依法救助的原则,采取多中心、多手段治理和国际协作救助,从非合作博弈转向合作博弈是危机治理的必经途径。

The present economic and financial crisis caused by loan crisis meeting severely threatens and damages global trade and economic growth. An analysis of American relief mechanism for financial Crisis in terms of public governance shows that this mechanism highlights a short-term effect, disadvantageous to preventing crisis in terms of the essential system and regulations. On the other hand, however, American relief mechanism is by no means all unacceptable. A necessary means to tame financial crisis is to maintain the principle of preventive and legitimate relief measures and adopt multi-centre and multi-means governance and worldwide cooperative relief for the purpose of cooperative competition instead of non-cooperative competition.
