摘要
构建南宁市新农村建设绩效评估体系旨在破解难以"量化"分析的问题。建立该体系必须坚持科学性与综合性、传承与创新、定量化与可操作性相结合的原则,其评价指标应当力求全面反映新农村建设的"20字方针",并要运用科学测算方法选择目标值、权数,提出综合计算方法及步骤。
The key of evaluation system construction in Nanning new country is to resolve the issue of diffcuh analyse in quantization. Then it would be have theoretical significance and practical significance in strengthen the supervision power of country, farmer and agriculture policy. To construct this system must persist in the fundamental which is conjoint scientific and comprehensive, inheritance and innovation, quantitative and operability. The Evaluation should roundly reflect the 20 word guideline＇of building new country, which includes developing production, ample life, rural civilization, shipshape village, democratic management, using scientific measure to choose target value, weights, also bringing forward the way and process of integrated computing.
