我国地区间社会保障利益冲突及其协调

The Conflict of Interests in Social Security among China's Regions and Its Coordination

社会保障的本质是经济利益的再分配,是针对不同利益主体之间的矛盾冲突的权威解决之道。在我国现有的社会保障制度框架下,地区与地区之间存在着社会保障利益冲突并制约我国社会保障制度的发展。本文在分析我国地区间社会保障利益冲突的表现以及形成的经济根源、体制根源和制度根源的基础上,提出政府协调地区间社会保障利益冲突的政策建议。

The essence of social security is the redistribution of economic interests, which inevitably causes the conflicts between different interest subjects. Given the existing social security system, interest conflicts of social security between different regions exist and restrict its development. This article analyses the interest conflicts between different regions in our country, and the roots of economy, mechanism and system. Finally the author proposes the policies for local governments to coordinate the conflicts.
